In Revelation 17:1,   it says the whore sitteth upon many waters

In Revelation 17:15, it says the waters are people, multitudes, nations & tongues

In Revelation 17:3,   it says that John saw the whore sit upon the beast

In Revelation 17:3,   it says the whore sitteth upon seven mountains

So, regarding all these things upon which she sits:

Are they different ways of talking about the same thing?

Or are they mutually exclusive?
