"not appointed us to wrath"



I Thessalonians 5:9 For God hath not appointed us to wrath, but to obtain salvation by our Lord Jesus Christ,

If not appointed to wrath means that Christians go up in the blessed hope before the tribulation, or at least the vial judgments,
    then all the lost people that die before that, does that mean they are not appointed to wrath, either?
Or could it be talking about not appointed to the second death in the lake of fire?
