Yup, it is declared or announced on Yom Kippur to begin on the following Nisan 1, of the  "fiftieth" sacred year. Is it not reasonable to declare or announce something, six months in advance,  that happens only once every 50 years ?  Otherwise, it would be like sending out wedding announcements on the day of the wedding.
