Does his right foot upon the sea and left foot upon the earth have anything to do with,

the first beast will rise up out of the sea, and the second beast comes up out of the earth?

 That regardless of the devil's plans involving the two beasts, the LORD is still in control?

That they cannot show up until the LORD allows it?
