I don't know who this god of forces is, but it is a god of military bases = military might.
As this beast honors the god of military bases, he - the nation, would likely have many.
There are countries that have military bases in other countries, one in particular has them all over the world, for instance, and that may seem obvious as to who this beast may be, but not necessarily so, time will show.
And I do agree with you, there are many who believe in a god of power and not a personal god.
