The 10 toes of the 4 kingdoms is a revived kingdom of Rome, but it doesn't mean it has to come from that localle. It is the same form of government. We have Capitol Hill, which was originally called Capitolina Hill. We have the same dome and obelisk, mirroring the Vatican. We have the fascis inside the chambers of Congress depicted the Roman form of govt; the Senate and the multitudes of greco-roman gods all over WA DC. We are a revived form of Rome.
You mentioned the 50 horns, and how we don't have 10. Well currently we do, but under martial law Obama created an emergency govt, if you will. So this aligns with Scripture in that it is in place now and will be put into effect when all hell breaks loose. Notice this in the verse below. (10 kings have no kingdom as yet- ) It's called the Council of Governors: and there are 10 governors who sit on the council. When it is in effect the little horn will weasel his way through them, plucking up 3.

This is referring to the ruler: Apollyon, who once was, and will come back from the abyss. I believe he will inhabit the ruler, the spirit of Apollyon will inhabit a ruler who had a mortal wound yet lived.
