Very interesting find
After thinking about this I believe it is not for the common citizens.
In spite of the claims of Communism being for the masses it seems to me that there is quite a class structured society.
The elite don't care a hoot for the common masses or even the common soldiers.
They have a history of slaughtering en masse.
I do not think that they were built just to spend money on something.
I am sure there will be a rearranging of dwellings during the up coming wars.
I say this is for the elite of the world in the days of war.
That would include the US and probably Europe.
