Could this be speaking of future fulfillment?

Isaiah 28:22 Now therefore be ye not mockers, lest your bands be made strong: for I have heard from the Lord GOD of hosts a consumption, even determined upon the whole earth.

A consumption upon the whole earth has not happened yet.

Also, could the mention of the mockers, possibly line up with the following?

Jude 18 How that they told you there should be mockers in the last time, who should walk after their own ungodly lusts.

II Peter 3:3 Knowing this first, that there shall come in the last days scoffers, walking after their own lusts,

Would it then put the fulfillment of Isaiah 28:22 in the last days?
