The 3rd phase of social distancing is "Protect Our Neighbors" (PON), following the phases "stay-at-home" and "safer-at-home".

 

"Protect Our Neighbors" is for 'communities'.  Communities are screened to see if they meet certain criteria:  

 

The community's ability to contain surges in cases and outbreaks through testing, case investigation, contact tracing, isolation, quarantine, site-specific closures, and the enforcement of public health orders will determine if the community can move on to phase 3.

 

Specifically, how will these communities promote public compliance with the guidelines, how will these communities increase mask wearing and 6-feet social distancing in public settings, and how they will increase influenza vaccine immunization in the public, and how they will offer testing along with investigating and contact tracing of their share of the population.

 

And the hospitals, law enforcement including the county sheriff, county emergency manager, local public health agency director, etc must all approve of the containment plan the 'community managers' comes up.  Local law enforcement is expected to enforce local ordinances. 

 

Once the community 'wins approval' of their plan, 'community managers' will have options to loosen limitations on the public.

 

In the state of Colorado, these communities are counties and groups of counties.

 

So who will be reporting on any non-compliance of number of people in a restaurant, of someone not wearing a mask, of someone not respecting the 6 feet social distancing?  And what will be the meted out punishment for such offences?  And who will these 'community managers' be that are making all of the rules for the community?  For Colorado, the local health departments will have the most say.

Of course, we are told, this can go away if there is a vaccine.  No doubt this vaccine will be mandatory.
