Just some speculation here Jim, but keep a close eye on Comet Ison.  If this thing approaches too close to planet Earth and causes "the seas and waves to be roaring", especially during a pole shift,

"men's hearts will be failing them for fear for watching the things coming upon the earth."  Perhaps the government knows about some such cataclysm about to occur and is trying to prepare for the event.  This so called drill could also be designed to "manufacture" a crisis in order to gain control of the population.
