I believe the book of Job makes it clear that Satan certain
can be in the heavenly realm.
ו וַיְהִי
הַיּוֹם--וַיָּבֹאוּ בְּנֵי הָאֱלֹהִים, לְהִתְיַצֵּב
עַל יְהוָה; וַיָּבוֹא גַם הַשָּׂטָן, בְּתוֹכָם.

6 Now it fell upon a day, that the sons of
God came to present themselves before the LORD, and
Satan came also among them. |
ז וַיֹּאמֶר
יְהוָה אֶל הַשָּׂטָן, מֵאַיִן תָּבֹא; וַיַּעַן
הַשָּׂטָן אֶת יְהוָה, וַיֹּאמַר, מִשּׁוּט בָּאָרֶץ,
וּמֵהִתְהַלֵּךְ בָּהּ..

7 And the LORD said unto Satan:
'Whence comest thou?' Then Satan answered the LORD,
and said: 'From going to and fro in the earth, and
from walking up and down in it.' |
Note here that it is clearly saying that Satan is in the
same physical realm as God and the angels (or "sons of God"
as they are called here.) It says that while he may
roam the earth, he can still enter heaven if he desires.
Ephesians 2:2 calls him the "prince of the air." Rev
12 is a future event.
